Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a time and hour display device capable of surely reading a time and hour without any influence of angle of visibility and brightness. SOLUTION: A plurality of organic EL elements 14 are provided radially on a transparent base plate 11, the organic EL elements 14 of each radial row are divided into three segments 17a to 17c in the radial direction, one electrode is connected to the organic EL elements 14 of the respective segments 17a to 17c from the outside in the radial direction, and the other electrode is connected to the organic EL elements 14 of every segment 17a to 17c. A data signal or a scan signal is transmitted to one electrode, and a scan signal or a data signal is transmitted to the other electrode to thereby emit the organic EL elements 14 of a specified segment to display the time or residual time.
