SOLUTION: Fly ash 4 (the waste) discharged from a refuse incineration equipment is charged into a vessel 5 to form a fluidized bed 12 of the fly ash 4 in the vessel and simultaneously the fluidized bed 12 is stirred with stirring blade 7 and heated with a heater 8.
