Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a steering wheel and a steering wheel cover for vehicles capable of communicating an intention by sending a message to the passengers and crews of oncoming vehicles or pedestrians even in poor visibility. SOLUTION: A light emission section 5 comprising a lot of light emitting diodes arranged in a matrix state and properly long and buried therein is provided in the peripheral direction on the back side of the steering wheel 1. A control section 7 with ICs is built in a steering wheel hub 4 to control the light emission section 5 receiving power from the battery provided in the vehicle. On the front side of the steering wheel hub 4, a power switch for turning the supply of the power ON/OFF and a plurality of light emission switches are arranged.
