PROBLEM TO BE SOLVED: To provide a skin care preparation having high moisture retention effect on the skin and stably keeping the moisture retention effect. SOLUTION: The skin care preparation having excellent moisture retention effect and moisture retention durability is produced by formulating fossil water. The amount of the fossil water is 0.1-80 wt.%, preferably 10-50 wt.%. The fossil water is different from circulating water such as ground water, ocean water and rain water and is water isolated from the circulation cycle. For example, it is water enclosed in a rock in the course of the formation of the rock, ancient rain water or ocean water present in a stratum below an impermeable layer, water generated by the formation of animal or vegetable fossils and water erupting together with petroleum or natural gas.
