PROBLEM TO BE SOLVED: To provide a punching device capable of preventing a reverse flow phenomenon of a punching chip cut and separated from a paper sheet to the paper sheet in punching, and appropriately dropping the punching chip under a punching die. SOLUTION: The punching device for piercing a punching hole on each paper sheet by advancing and retracting a punching pin 11 to a punching die 12 includes a punching chip raking member 18 for raking the punching chip 81 from the punching pin 11 provided in a periphery of an open hole part 12a on a lower surface of the punching die 12. The punching chip raking member 18 is preferably formed of a plate shaped soft elastic member which a brush shaped member, of which a tip end is arranged so as to face to the open hole part 12a of the punching die 12, and an edge part are arranged so as to face to the open hole part 12a of the punching die 12.
