Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method for assigning a control slot and an operating frame to each base station in a mobile communication system adopting the TDMA-TDD system. SOLUTION: A wireless base station detects a control signal sent from another wireless base station and a control signal sent from a mobile terminal over multi-frame periods so as to identify a down control slot 430a and an up control slot 430b that are in use. The wireless base station selects optimum down control slot objects from an idle slot group except the down control slot 430a in use according to a prescribed evaluation function and assigns one of the objects for the down control slot for its own station.
