Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a steel sleeper having a rail fastening part and a manufacturing method therefor capable of solving a problem of a conventional technology such as a cost increase and a work burden increase by directly forming the rail fastening part on the steel sleeper excellent in toughness. SOLUTION: In this steel sleeper having the rail fastening part by a clip and a manufacturing method of this steel sleeper, the rail fastening part composed of a clip locking bending part for forming a clip locking hole on both sides or one side and a projecting bending part having a level difference surface being a clip receiver on the anti-rail bed side of this clip locking bending part, is formed on both sides of a rail bed of the steel sleeper using a rolled steel material as a raw material.
