SOLUTION: An NME 32 which cannot communicate with a default connection SSE 22, indicates an initiation of alternate routing to an station SSE 23 in an adjacent building. In response to this, the SSE 23 acquires the configuration information and the summary information from station nodes 121-12n belonging to the SSE 22, and then a destination of notice information sent out from these nodes is changed from the SSE 22 to the SSE 23.
