Zusammenfassung:	PROBLEM TO BE SOLVED: To shorten the time needed before it is decided whether or not a document is adequate by comparing a seal impression given to a document after the document is submitted to a receiving institution. SOLUTION: The receiving institution reads an application form that a customer submits by a scanner 1 and account number information and seal impression are made into electronic data. A matching destination specification processing part 5 once specifying a seal impression collating destination with a financial institution code whose characters have been recognized by the character recognition processing part 4 sends a seal impression collating request including account number and seal impression data to the corresponding financial institution. A decision processing part 7 decides whether or not the application form is proper according to the collation result of an automatic collating device 8.
