Zusammenfassung:	PROBLEM TO BE SOLVED: To reduce, with a treating agent, the returned liquid amount of paper diaper, sanitary goods or the like, which has relied on structural means, and further to improve durable hydrophilicity and reduce the deterioration of the durable hydrophilicity with the passage to time, thereby providing a fiber and a fiber product which have excellent surface characteristics, respectively. SOLUTION: This durable water permeability-imparting agent comprises (a) 20 to 60 wt.% of an alkyl phosphate, (b) 10 to 30 wt.% of a trialkylglycine derivative, (c) 5 to 20 wt.% of a polyoxyalkylene-modified silicone, and (d) 10 to 35 wt.% of the dicarboxylate of an alkoxylated ricinolein type compound and/or its hydrogenation product, wherein at least one hydroxyl group of the ester is blocked with a saturated or unsaturated monocarboxylic acid.
