SOLUTION: A diaphragm electrolytic cell is used and the water is electrolyzed by the electrolyte of a pH 8 to 11 prepared by adding a prescribed amount of hydrochloric acid and an acid for pH regulation selected from carbonic acid, phosphoric acid and carboxylic acid to an aqueous silicate solution, by which the solution is controlled to a desired pH of an optimum pH range (pH 3 to 7) of a high sterilization effect and the electrolytic acidic water controlled to the desired pH range is formed in an anode chamber.
