PROBLEM TO BE SOLVED: To reduce unnecessary processing of an entire network system by suppressing transmission of a unnecessary control signal with respect to a media converter running down the capacity for providing a communication service. SOLUTION: As a means to accomplish the purpose, a function of discriminating the priority of connection with respect to the request of the communication service is provided by placing a service control management section that manages a providing state and a utilizing state of a service in the network system and a service control discrimination section that discriminates whether or not the service on request is available and coordinating a media conversion controller having a function of receiving the communication service and a function of providing the communication service with the service control management section and the service control discrimination section achieve the purpose.
