Zusammenfassung:	PROBLEM TO BE SOLVED: To protect a building from shaking caused by an earthquake or traffic vibration of automobiles or a railroad while taking account of pitching of low frequency regarding a three-dimensional base isolating device installed at the foundation or the middle floor of the building. SOLUTION: In this three-dimensional base isolating device 1, each vertical base isolating device 4 is composed of the combination of an elastic body and a damping device. The elastic body and the damping device are integrally constituted in series or parallel in a vertical direction, ant the damping device is a viscous damper.
