SOLUTION: When forming a branch opening 1A in the pipe wall of the fluid transporting pipe 1 by the rotary cutting tool 9 of a drilling apparatus C so as to pass through a flow passage 11a in a gate valve B having the opened gate valve element 12 and a flow passage 3a in a branch pipe part 3, chips caused by a drilling work is discharged to the outside together with fluid through a discharge port 16 formed in the valve case of the gate valve B.
