SOLUTION: The sum of a thickness of an ice plate and aground height of a hull onto the ice plate due to a motion of the hull is set as dice, the minimum flare angle on a frame line in a range from a draft line to the depth dice in navigation at an ordinary water level is set as βMIN, and the minimum flare angle on the frame line in a range of a bottom under the depth dice is set as θMIN, then the frame line is formed to satisfy βMIN
