PROBLEM TO BE SOLVED: To improve a side cover which is attached to a pretreating body for tilling an old levee and a field and piling up the soil in a levee state and guides the tilled soil to a levee formation part without scattering the tilled soil. SOLUTION: (1) The side cover 26 is supported vertically movably by a pair of upper and lower parallel links 41, a stopper 43 for controlling the down position of the side cover 26 is arranged and the side cover can be freely rotated above the down position. (2) The rotation control of the parallel link 41 by the stopper 43 is made adjustable by a stepwise or stepless manner. (3) The control of the drop position of the side cover 26 is carried out by bringing a stopper 42a into contact with the parallel link 41. (4) The stopper 42a is moved in the vertical direction to adjust the drop position of the side cover 26. (5) The stopper 42a is rotated on an axis 4c as a support to bring a stopper member 42d installed at the other side into contact with the parallel link 41 to control the rotation of the parallel link. (6) A cushioning material is laid at the contact position between the stopper 42a and the parallel link 41.
