SOLUTION: When a membership card 22 is inserted into a membership card processing unit 20, a membership number is read out of the membership card 22 and transmitted to a card vending device 1. The insertion of a bill into the device 1 in such a state and the operation of an amount button 12 allow information on the number of times to be registered in the number of a membership prepaid card 34 and permit the variable card 34, wherein the information on the number of times and the membership number are recorded, to be issued from the device 1. In this constitution, the information on the cash investment by the respective members can be controlled by a hall managing computer 32 because the information on the number of times and the membership number can be detected by the computer 32 when pachinko balls are rented by means of the card 34.
