SOLUTION: The usage limit processing system 10 of a portable telephone limits the usage of it, where a pico-cell base station 4 which emits a radio wave of a low output is installed in a building such as a hospital 3, which has a zone in which the usage of a portable telephone is limited, and calling with a portable telephone 1 is disabled when it enters the controlled region of the pico-cell base station 4.
