SOLUTION: An acidic solution of a titanium compound and a nitrogen- containing basic organic compound (for example, a 1-10C primary monoamine, 1-10C primary diamine, 2-10C dialkylamine and 3-10C trialkylamine) are allowed to react and an obtained product is burned.
