Zusammenfassung:	PROBLEM TO BE SOLVED: To improve rattling between an input shaft and an output shaft due to backlash between gears. SOLUTION: An input side carrier 24 is integrally rotatably connected to a steering shaft 11, and an input side planetary gear 25 supported by the input side carrier 24 is engaged with a sun gear 22 and an input side gear body 23. An output side carrier 27 is integrally rotatably connected to the output shaft 13, and output side planetary gears 28a and 28b supported by the output side carrier 27 are engaged with the sun gear 22 and an output side ring gear 26. The input side carrier 24 and the output side carrier 27 are actuation-connected to each other by a friction plate 44 which directly transmits torque less than the maximum transmission torque from the input side carrier 24 to the output side carrier 27 without passing through the sun gear 22.
