SOLUTION: A server detects a function registration server by a function registration detection function (S101), and registers an active measurement function at the function registration server by a registration function for registering server (S102). The function registration server that has newly received the registration of the active measurement function informs a network device of an event (S103). The network device that has received the information of the event acquires the active measurement function from the function registration server (S104), and performs periodical, pseudo access to a new service for active measurement by the acquired active measurement function (S105).
