SOLUTION: This online commerce device 30 is used in commerce of commodities or services among users, and composed of a receiving part 410 receiving an address of the user; a specific information producing part 500 producing a first specific information inherent to the address of the received user; a specific information receiving part 470 receiving first inherent information distributed to a user data base 80 storing the address of the user and the address, so as to correspond to the user from the user; a decision part 480 for deciding whether the first inherent information stored in the user database and the first inherent information received by the inherent information receiving part 470 are the same; and a certifying part 490 for specifying the address to a certified address in the case, where the first inherent information stored in the user database 80 and the first inherent information received by the inherent information receiving part 470 are decided as the same.
