PROBLEM TO BE SOLVED: To improve the recorded quality of an important part and to reduce the recorded amount of the part to control the recorded quality by calculating the grade of importance at each scene of a program or contents. SOLUTION: A data acquiring section 3 acquires a program or contents via broadcasting or the Internet 1, and a scene dividing section 4 divides the acquired program or contents at each scene. An information acquiring section 5 acquires the scene information of the program or contents directly from broadcasting or the Internet 1 or by extracting the information from the scenes divided by means of the dividing section 4, and an arithmetic section 6 calculates the grades of importance of the divided scenes. A data recording section 7 records the scenes in a data-storing means 8, by changing recording qualities at each scene through the MPEG compression ratio control performed according to the grade of importance of each scene.
