SOLUTION: A 1st message transmitting and receiving means 11 sends and receives a Hello message. A 1st answer message transmitting means 12, when receiving the Hello message, sends an answer message. A 1st connection establishment means 13, after receiving the Hello message and establishing Hello adjacency, controls the establishment of connection. A 2nd message transmitting and receiving means 21 sends and receives the Hello message. A 2nd answer message transmitting means 22, when receiving the Hello message, sends the answer message. A 2nd connection establishment control means 23, after receiving the answer message and establishing Hello adjacency, performs connection establishment control.
