Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an image coder by which a receiver side can display a moving picture without a sense of incongruity when a moving picture including a face picture of a person is coded and transmitted at a low frame rate. SOLUTION: The image coder is provided with face state discrimination means (101, 102, 103, 104) that analyze an inputted image to discriminate a state of the face of a person in the moving picture, a coding control means (105) that controls coding of the inputted image on the basis of a result of discrimination by the face state discrimination means, and an image coding means (106) that codes the inputted image in response to a control signal outputted from the coding control means.
