PROBLEM TO BE SOLVED: To reduce the time required for downloading an execution module to an inspection environment. SOLUTION: The system is provided with a compiler 50 for dividing an execution module stored in an execution module memory 20 into segments of a prescribed size and generating the information of each segment to be extracted from the execution module as segment information, a segment managing part 60 for extracting a segment from the execution module, on the basis of the segment information, a segment information analysis part 70 for analyzing the segment information and the segment and generating page information for allowing the analyzed segment to correspond to each page to be a prescribed unit divided from the program, and a program management part 90 for inputting the page information generated by the analysis part 70 and the segment extracted by the segment management part 60, which retrieved a program stored in a program memory 30, detects the page corresponding to the inputted segment, and substitutes the detected page for the segment.
