Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a device which can automatically issue IC cards and its control method. SOLUTION: This device which issues an IC card mounted with an IC capable of writing and reading data without contacting is equipped with a reader writer 10 which has a slope surface where a carried IC card can be mounted while sliding down and writes and reads data to and out of the IC card, mechanisms 20, 30, 40, and 50 which convey the IC card having been written and read by the reader writer to a card carrying-out opening, a mechanism control part 90 which drives and controls the mechanisms, and a computer device 100 which sends and receives signals to and from the mechanism control part and controls the reader writer 10.
