Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a polyisocyanate useful as a building block made of polyurethane and combining high functionality, high reactivity, low consistency and good properties. SOLUTION: (i) An addition product A is produced by reacting a diisocyanate or a polyisocyanate I with a compound having three or more groups reactive to the isocyanate, a compound having two groups reactive thereto or the mixture of the compounds. A reaction ratio is selected so that the product A containing an average of one group having reactivity to the isocyanate. (ii) A polyaddition product P containing an average of one group having reactivity to the isocyanate and an average of more than two isocyanate groups is formed by an intermolecular addition product. (iii) The high functional polyisocyanate is obtained by reacting the product A and/or the product P with a diisocyanate or a polyisocyanate II.
