SOLUTION: In a command NMS 300, on the basis of domain state information autonomously reported from an R-NMS 200 of a low-order hierarchy, a domain icon display application 305b displays a domain icon corresponding to the domain managed by the R-NMS 200 as an autonomous report source of this domain state information in a symbol color showing the fault occurrence or recovery of this domain. When an arbitrary domain icon is selected on a domain icon display picture, a picture connection application 305c is connected to the R-NMS 200 corresponding to this selected domain icon, acquires domain managing information under management in this R-NMS 200 and displays a domain managing picture on the basis of this domain managing information.
