SOLUTION: A filling material 25 hardened with time is poured into a sheath 23, then a PC tendon 13 is inserted while immersed in the filling material in the sheath, and the PC tendon 13 is tightly stretched after sealing both ends of the sheath to introduce prestress into a precast concrete member 10.
