Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a mixing and dispersing device capable of spraying the following materials while dispersing them preferably in a process of spraying fiber material and a bonding material slurry, or high viscosity slurry and a low viscosity liquid by feeding them under pressure in a separate system. SOLUTION: This mixing and dispersing device having a first dispersing means to introduce a first material and a second material into a cylindrical pipe line having an orifice as well mixing and dispersing the same therein, and a tilt part connected from the inner fringes on the upstream and the downstream of the orifice cylindrical part to the inner peripheral of the pipe line.
