SOLUTION: An ultraviolet ray 12 is radiated to a secondary cell 50 from a radiation part 2, and a detecting part 3 detects a fluorescence radiated from fluorescent material in an electrolyte 51 leaked on the surface of the secondary cell 50 by the reaction with the ultraviolet ray 12. Existence of leakage of the electrolyte is judged at a signal treatment part 4 depending on the amount of the detected light.
