Zusammenfassung:PROBLEM TO BE SOLVED: To reduce an electric power impact on an electric power system concerning switching from pumping operation to power generating operation at a pumped storage power plant or the stop of pumping operation. SOLUTION: At the pumped storage power plant provided with two pump turbines connected to a variable speed generator-motor, one pump turbine is in pumping operation mode, and the other pump turbine is in power generation operation mode. There is operation control in which two operation modes exist simultaneously to control the operation of each variable speed generator-motor in such a way that total input and output power of two variable speed generator-motors is continuously changed for time or total input and output power is in an allowable scope of power fluctuation that the power system has even if the total input and output power is discontinuous for time.
