Zusammenfassung:	PROBLEM TO BE SOLVED: To effectively prevent snow from falling on a road surface and the road surface from being frozen in a specified time zone wherein the transmission of electric power to an electric heater is limited even if a low cost snow melting power contract is selected. SOLUTION: When there is a probability of snow fall in a specified time zone, an electric power is transmitted continuously to the electric heater in a time zone immediately before the specified time zone to preheat a road surface. The power transmission time to the electric heater immediately before the specified time is made longer as the probability of snow fall in the specified time zone is higher.
