SOLUTION: Terminal equipment between the road and vehicles is provided with a phase locked loop system 9 having a loop generating a demodulation clock synchronized with the phase of a reception signal and a loop system control circuit 7-6 for controlling the phase locked loop system 9 on the basis of reference information including vehicle speed V.
