PROBLEM TO BE SOLVED: To reduce the load of a user at the time of operating cipher communication. SOLUTION: At receiving of a request for cipher communication from a WWW browser 21, necessary authentication information is downloaded to a proxy server 22 by performing access to a management server 3 which manages authentication information such as a certificate or a secret key or the like, necessary at the time of operating cipher communication. The proxy server 22 establishes a cipher communication session with the WW server 4, by using the authentication information necessary for the cipher communication with a WWW server 4, and also establishes a cipher communication session with the WWW browser 21, by using authentication information necessary for cipher communication with the WWW browser 21. Therefore, it is not necessary for a user to import authentication information to the WWW browser 21.
