The plate 23 has gas distribution regions 22a formed of conductive members, having a plurality of ribs 37 and the gas passages 38 formed of the plurality of ribs 37, and an outer periphery portion 22b formed of an insulating resin, where supply and exhaust holes 25, 26, 27, 28 for an anode gas and a cathode gas are formed.
