SOLUTION: After surface processing is applied to the inside surface of a concrete constituting the basement wall 10, the recess section 11 is filled with joint fillers 12 having diatom earth as main ingredients, the ground 13 having diatom earth as main ingredients is applied to the inside of the basement wall to smooth the inside of the basement wall, and the finish 14 having diatom earth as main ingredients is laminiated at least one or more layers.
