SOLUTION: A time activating means 11 activates a send-out parameter changing means 12 to observe traffic parameters of the ATM network. A multiple-destination VPC changing means 18 changes the multiple styles of connections. An effective band method changing method 14 changes a band calculating method. A cell decomposing connection changing means 16 changes the change of the multiple-destination VCC of terminal traffic. Those means are activated by the time activating means 11 at intervals of a fixed time. Time settings can be made from outside by the time adjusting means 19 and the respective means can be activated at more accurate time.
