Zusammenfassung:	PROBLEM TO BE SOLVED: To stably generate ozone without fluctuating the concentration of ozone with a gas component added to zone generating material. SOLUTION: An ozone generating electrode plate used for an zone generating device for generating ozone 12 from the gaseous starting material 10 for zone is provided with a substrate 1, a pair of electrodes 2 and 3 which is provided on the substrate 1 and to which AC voltage is applied, and a dielectric layer 4 covering a pair of the electrodes 2 and 3, and a material having a composition containing 10-90 wt.% bismuth oxide, 10-90 wt.% zinc oxide and 0-40 wt.% lead oxide is used for the dielectric layer 4.
