Zusammenfassung:PROBLEM TO BE SOLVED: To make a device simple using fewer parts with high reliability. SOLUTION: This device is so constituted that breaking is performed by releasing the energy of a break spring 21, that making is performed by energizing shaft 8 which is driven to rotate by releasing a make spring 11, that the energy of the break spring 21 is stored by releasing the energy of the make spring 11, and that the energy of the make spring 11 is stored by rotating energizing shaft 8 by means of electric energizing mechanism. The device also comprises a large gear 35 having an acute-angled tooth 38 next to a missing tooth part 15, a small gear 34 which is driven to rotate by an electric motor 1, a shaft's projecting part 37, and a gear's projecting part 36. The device is also constituted so that only when the make spring 11 is energized, the gear's projecting part 36 contacts the shaft's projecting part 37 and the large gear 35 gives torque to the energizing shaft 8, that upon making, the shaft projecting part 37 parts from the gear projecting part 36 and only energizing shaft 8 rotates, and that with the start of making, an auxiliary spring 47 becomes energized and allows the large gear 35 to rotate to the location where it is engaged with the small gear 34.
