PROBLEM TO BE SOLVED: To lighten the burden of management on an individual who owns electronic equipment and an information distribution company. SOLUTION: A storage means 110 of a portable storage device 100 is stored individual recognition information and device recognition information as authentication information. While the portable storage device 100 is connected to the electronic equipment 200, request information is inputted from an information input means 230 and transferred to an information control means 240. The information control means 240 reads the authentication information out of the storage means 110 of the portable storage device 100 through a recording and reproducing means 250 and generates and transmits information data, requesting distributed information of an information distribution device, the information distributing device by a transmitting means 210 together with the request information. The distributed information distributed from the information distributing device is received by a receiving means 220 and transferred to the information control means 240. The information control means 240 stores the distributed information in a storage means 240 and uses it at need, and the recording and reproducing means 250 updates the information stored in the storage means 110 of the portable storage device 100.
