Zusammenfassung:PROBLEM TO BE SOLVED: To provide a web winding device capable of surely stopping a rotating support shaft at a designated angle. SOLUTION: This web unwinder and winder is provided with an encoder 340 for detecting the rotating angle of the rotating support shaft 312 having a full-load winding shaft 318 and an empty winding shaft 320, and a control part 344 feedback-controls an AC servo motor 334 for rotating the rotating support shaft 312 so that the number of pulses detected by the encoder 340 agrees with a preset number of pulses.
