SOLUTION: To the molten iron whose carbon concentration is lowered to not more than the saturation solubility by executing the desiliconizing treatment and/or the dephosphorizing treatment, desirably, calcium carbide is added at the amount satisfying the following formula, the unit requirement of the calcium carbide (kg/ton)
