Zusammenfassung:	PROBLEM TO BE SOLVED: To automatically issue an IC card. SOLUTION: Concerning the device for issuing IC card with mounted IC capable of reading and writing data with no contact, this device is provided with a read/write part 10 which has a slope 11 for placing an IC card C while dropping and sliding it and can read/write data, a placing detecting part 26 for detecting placing of the IC card C at the prescribed position of the slope 11 of the read/write part 10, a holding part 20 for holding the IC card C at the prescribed position and canceling holding from the prescribed position, a carry-out detecting part 50 for detecting the canceling from the said prescribed position, a conveying part 30 for conveying the IC card C slid and dropped from the read/write part 10 positioned so as to have the slope 11 by releasing the holding part 20, and a first stacker part 70 or the like for stocking the IC card C conveyed by the conveying part 30.
