PROBLEM TO BE SOLVED: To provide a monitor device capable of continuing to monitor a device to be an object to be monitored more reliably than in the conventional practice even when communication by a communication line through a public network can not be stably performed when a disaster takes place. SOLUTION: In a monitor system, a communication line consists of leased lines 21 and 22 being a main route and a public network 4 being a backup route. A maintenance center 2 in the neighborhood of a monitored object building 3 relays the lines 21 and 22, and information being the same as information transmitted to the monitor center through the network 4 is transmitted to the center 2 through the line 22 when the public network is congested in order to reliably transmit the information to the maintenance center when the main system 11 goes down due to the disaster, etc., and even when the public network is congested.
