DEVICE AND METHOD FOR COMPRESSING IMAGE

PROBLEM TO BE SOLVED: To provide a device which can transmit images in a high quality at a low encoding rate by using a camera. SOLUTION: When generating a picture for transmission by means of a portable video camera, the image compressing device first compressedly transmits the background of the picture and then moving picture having a small picture size. After decoding the picture which becomes the background, a decoding device decodes the moving picture and superimposes the moving picture upon the background. Thus, an observer feels that the picture has a large apparent size and the picture quality of the moving picture is high. These processing are performed by means of a device having a small capacity.
