Zusammenfassung:	PROBLEM TO BE SOLVED: To preferentially communicate real time data without delay in a communication system, in which a protocol is used. SOLUTION: Information in the protocol header of data to be transmitted/ received is defined as priority decision information for deciding whether or not the data are to be preferentially transmitted/received and in the combination of this priority decision information, information to be preferentially processed is registered, managed and stored as priority data information. In transmitting/ receiving processing of data, the priority decision information is extracted from transmitting/receiving data and it is discriminated whether the data are registered as priority data information or not. In the case of registered data, these data are transmitted/received preferentially rather than data, which are not registered as priority data information.
