Zusammenfassung:	PROBLEM TO BE SOLVED: To realize a manipulatable device that takes safety and convenience into account. SOLUTION: Since manipulation is often a very complicated operation and a user results in distracting his attention when the user requires diversion of his entire attention to elsewhere, this invention enhances ease of manipulation and also clearly expresses a device that decreases the user's attention to be turned to the manipulatable devices 11, 12, 13. This is attained through the presence of a determination unit 15 that stops or releases a prescribed state of the manipulatable devices 11, 12, 13 based on received data. For example, when a vehicle 10 is driven faster than a prescribed speed, the unit 15 executes that a mobile telephone 11 installed in the vehicle 10 does not 'transfer' a telephone call or executes suppression of making a telephone call by the user driver from the vehicle 10.
