SOLUTION: The attributes or tastes (educational history, type of occupation, years of experience, usage application, hobby, and specialty, etc.), of a user are extracted through a conversation with the user, and help information matched with the capability level of the user in an application category desired by the user is offered by a help information storing means 51, a help information extracting part 6, and a category extracting part 8, based on the capability level of the user judged by an initial capability level judging part 7. Also, when the offered help information is not matched with the capability level of the user, the capability level of the user is corrected by a capability level correcting part 10, and help information suitable for the corrected level is provided.
